I stayed for 3 nights ( 11, 12 and 13 March 2015) at the Estate guest house in Sultanpur Estate. Toxic chemical fumes were released into my room there on all three days and nights. Staff and security guards at this place were clearly involved as was local police. 

I checked out this morning and left in my car which was parked outside this house owned by a lady Ms Manta Sharma. My car went for about 1/2 km and then stalled near Andheria More. I called a Hyundai mechanic who found that one of the wires connected to the map sensor had been cut. He fixed it with tape and has told me that this will hold and I can drive the car and that the car will not stall unless someone tampers with the taped fixed wires. See pictures attached. 

Since I drove to this place in my car and it was parked right outside the gate of this house with a security guard present there at all times, it is clear that my car was tampered there. The security guard of this guest house was involved in tampering of my car. The car tyres were also partially deflated. 

A local policeman on a motorbike was circling my car where it stalled and seemed to be involved.

Highly poisonous chemical fumes and gases were released into my accommodation from around 5 am this morning. Poisonous chemical fumes were also released into my room at intervals through the day today. My life is in grave danger. Poisonous chemical fumes and gases are still being released into my room as I type this.

State agents and the Police are involved in poisoning me and in ongoing attempts to eliminate me.  

I continue to be chronically poisoned because of General Electric Company and Jeffrey Immelt is responsible for my being poisoned. 

Another car tyre was slashed today. See pictures attached. Once again some chemical was used to damage the rubber. I have complained that this tyre was deliberately deflated on at least 3 occasions in the recent past. & now the tyre has been slashed. 

I am barely using my car these days. I moved to where I am staying around 2 October and this tyre was in good condition then. 

Two other tyres were destroyed in the same way last year and I had to purchase 2 new tyres which I did sometime towards the end of last year. 

I have also taken pictures of the three other tyres today to record that they are all in good condition. I will be providing more evidence tomorrow including videos which I have made. 

I once again request that the US Government provide me with witness protection.

Evidence that Delhi Police Inspector Ajay Gupta falsified police records against General Electric Company whistleblower Seema Sapra in June 2013 after facilitating attacks on her as SHO of Tughlaq Road Police Station

In June 2013, the Delhi Police Commissioner was required under at least three Delhi High Court orders to provide protection to General Electric Company whistleblower Seema Sapra.

The Delhi Police did not comply with these orders and did not provide protection to Ms Sapra. Instead she was subjected to daily and nightly harassment and targeting at the hands of the Police. And subsequently the Police fabricated police records and filed a false report in Court leveling false allegations against Ms. Sapra.

Some of the bigger incidents targeting Ms Sapra in June 2013 included:

• On the night of 14/16 June 2013, the SHO of Tughlaq Road Police Station Ajay Gupta told Ms Sapra to sleep in the police station for the night when she asked that the Police protect her. 
• An attempt was made to have Ms Sapra abducted from her car in Rabindra Nagar on the intervening night of 19/20 June 2013 which was facilitated by SHO Ajay Gupta and the wife of an IPS/ Intelligence Bureau officer living in Rabindra Nagar Ms Bharti Chaturvedi. 
• On the night of 26-27 June 2013, a glass bottle was thrown at Ms Sapra outside Tughlaq Road Police Station in the presence of policemen and police vehicles, 
• On the night of 1/2 July 2013, a mob comprising of policemen and relatives of policemen living in the staff quarters of senior police officers residing in Rabindra Nagar was used to attack Ms. Sapra. 

Then SHO of Tughlaq Road Police Station Inspector Ajay Gupta acting with the knowledge and encouragement of hir superior officers, actively participated in and facilitated these attacks on Ms Sapra and behaved towards her inappropriately, aggressively, and rudely when she complained and demanded compliance with the court orders.

In order to cover up their contempt of court, the Delhi Police filed a false status report in the Delhi High Court on 18 July 2013 which contained bald and unsubstantiated false allegations against Ms Sapra and copies of some police records fabricated to target Ms Sapra.

One of these fabricated police records is a note dated 22 June 2013 allegedly signed by then SHO Ajay Gupta which is at pages 7563 and 7564 of the court record in Writ Petition Civil 1280/ 2012. This note is reproduced below and is replete with false statements targeting Ms Sapra. In particular note the language of the first paragraph of the second page of this note which is deliberately worded to depict Ms Sapra as unreasonable and out-of-control.

Luckily SHO Ajay Gupta went over-board and included a falsehood which can be easily refuted with documentary evidence.

This note apparently signed by Ajay Gupta, SHO Tughlaq Road police station states the following on page 2:

“Recently she was staying at hotel Ginger in the area of PS Vivek Vihar and checked out from Hotel on the night of 14/6/2013 without paying the bill and then filed complaints against the SHO/ Vivek Vihar and hotel staff.”

The bill and receipt from Ginger hotel Vivek Vihar dated 14 June 2013 (reproduced below) shows that Ms Sapra cleared her bill and did not owe any money to Ginger hotel, Vivek Vihar. The SHO Vivek Vihar was present at her request when Ms Sapra cleared her bill.  In fact Ms. Sapra left Ginger Hotel because she was being poisoned there by toxic chemicals being released into her room. She made police complaints of such targeting at Ginger hotel.

Besides the obvious falsification of police records by SHO Ajay Gupta as exposed above, there is ample documentary evidence including photographs, audio and video records, PCR call records, emails, text messages, hand written police complaints etc to establish the targeting of Ms Sapra by Delhi Police in June and July 2013. This evidence also establishes that to cover up its non-compliance with court protection orders and its targeting of Ms Sapra, Delhi Police officers fabricated police records, procured false complaints, and leveled false allegations against Ms. Sapra.

Fraudulent and False Status Report filed by Delhi Police in General Electric Company corruption litigation in Delhi High Court targeting whistleblower Seema Sapra

On 18 July 2013, Advocate Dayan Krishnan handed over a status report for the Delhi Police to the Delhi High Court in Writ Petition Civil No. 1280/ 2012 in the matter of Seema Sapra v, General Electric Company & Others.

This report was fraudulent and contained multiple false statements all intended to targeted Ms Sapra. Page 4 of this report which is at page 7561 of the court record contains an illegible signature above the words Deputy Commissioner of Police, Headquarters: Delhi. No name is provided for the police officer who allegedly signed this report. Note that the post of Deputy Commissioner of Police, Headquarters was vacant on 17/7/2013 the date on which this report was allegedly signed. So who signed this fraudulent report filed on behalf of the Delhi Police Commissioner before the Delhi High Court. Who impersonated as the Deputy Commissioner of Police, Headquarters in this document produced before the Delhi High Court in a corruption matter against General Electric Company to facilitate the targeting of the whistleblower Seema Sapra?

In July 2013, Delhi Police officer S B S Tyagi, then DCP New Delhi with mal-intent procured publication of an inaccurate news report about General Electric Company whistleblower Seema Sapra thereby violating Court orders directing the Police Commissioner to provide protection to Ms Sapra

This misleading news report with inaccurate and misleading information specifically attributed to then DCP New Delhi S B S Tyagi was published by the Deccan Herald on 3 July 2013 and can be viewed at http://www.deccanherald.com/content/342618/homeless-woman-advocate-gives-sleepless.html

Note the following facts about this news report which expose that senior Delhi Police officers including then DCP New Delhi, S B S Tyagi were deliberately targeting Ms Seema Sapra and had not only failed to comply with Delhi High Court protection orders but were actively conspiring against Ms Sapra and were depicting her complaints and circumstances in a misleading light with intent to help silence her and cover up her corruption complaints against General Electric Company.

This news report quotes S B S Tyagi to state that Ms Sapra was sleeping in her car parked outside police stations and most nights her car was parked outside the Tilak Marg and Tuglaq Road police stations during night. This is FALSE as I had never parked my car outside any police station at night. For most of June 2013, I had slept in my car parked close to the residence of then Special Commissioner of Police P N Aggarwal in Rabindra Nagar and the Delhi Police was aware of this.

The news report also misled by stating that "The High Court has issued an order last month to provide security to her." In fact the first Delhi High Court order directing the Police Commissioner to protect Ms Sapra was dated 25 May 2012 which directed that "The Commissioner of Police as well as all other concerned authorities entrusted with the task of protecting the citizens of the country are directed to ensure that no harm is caused to the petitioner, who is contesting this battle in person as a whistle blower."

Another order dated 18 April 2013 directed that: "A direction is issued to the Commissioner of Police, Police Headquarters, New Delhi to ensure that adequate steps are immediately taken to secure the life and property of the petitioner".  Yet another order dated 31 May 2013 directed that "The Delhi Police shall ensure compliance of the directions made by us by the order dated 18th April, 2013".

The news report and the statements of S B S Tyagi show that despite the orders dated 25 May 2012, 18 April 2013, and 31 May 2013, the Delhi Police had provided no protection to Ms Seema Sapra.

Homeless woman advocate gives sleepless nights to cops

A woman advocate, who claims to be a whistleblower, has been camping outside police stations and homes of senior police officers for several months fearing “threats” from her previous employer.

Delhi Police senior officers are having sleepless nights as she rings them up at night and mails them, sometimes saying she fears that someone keeps a tab on her.

Seema Sapra, 41, stays in her car and sleeps inside it, sometimes parking it outside police officers’ houses or police stations in Lutyens Zone, said S B S Tyagi, deputy commissioner of police (New Delhi).

Most nights her car is parked outside Tilak Marg and Tuglaq Road police stations during night.

“She had filed a case of corruption against her ex-employer General Electric around one and half years ago and the case is in a city court. She appealed to court for providing security to her as she feared various threats from her employer,” said Tyagi.

The High Court has issued an order last month to provide security to her. She claimed herself to be a whistleblower by `exposing’ GE’s use of corrupt methods to acquire government tenders.

She was drawing a salary of Rs 3 lakh per month. She became homeless after her company fired her.

She stayed first at Tata Ginger Hotel in east Delhi and then at Ambassador Hotel but had to leave both places due to financial problems. After that, she started staying in her Santro.

Police said they have no idea about Sapra’s family.

“We have requested her to tell us her address so that we can provide her security but she replied that she stays in her car and she has no proper address,” said Tyagi.

A police officer also said Sapra asked for a Z plus security, or two head constables and a woman constable. She also demanded that the guards stay  with her while she travels.

She recently camped outside special commissioner P N Aggarwal’s house at Rabindra Nagar and alleged that she had been denied proper security.

Not only that, she has been sending several mails to senior officials, including Delhi Police commissioner Neeraj Kumar and Lieutenant Governor, about her day-and-night ordeal.

“She even calls up senior officers during late night and early morning complaining daily about various petty issues,” said Tyagi. Once she said that while she was asleep in her car, a biker stopped near it and she was scared “if he was sent by someone to abduct me”.

Senior policemen are yet to find any solution to the problem. While police have to report to the court in August on security provided to Sapra, they will request the court to provide them her address.
